Toro was established in Minneapolis, Minnesota, USA, in 1914 as an engine supplier for a tractor company and soon began manufacturing versatile farm tractors, but the company focus quickly switched from farm fields to fairways.

It was 1921 when officials of a local golf club asked Toro if its tractors could be used for fairway mowing. Horse-drawn mowers were slow, therefore Toro employees mounted five 30 inch lawnmowers behind a tractor and the fairways of the local golf club were mowed quickly and efficiently. The mechanisation of golf course maintenance was in its infancy and Toro was in the turf care business.
